Default Enabling Alternate Time Zones

A number of responses to questions about the Outlook Calendar time zone
problem refer to "enabling the alternate time zone feature". What alternate
time zone feature? How do you enable it? The only thing I can find is an
"Additional" time zone, which is not at all the same thing.

tools, options, calendar options, time zone button - additional time zone
check box.
