can office xp be installed and run on a computer that
does not use windows xp as the operating system?

Depends?

What operating system are you considering?

Office XP is not compatible with the Apple OS, UNIX etc.

Office XP is compatible with Windows 98, 98 SE, ME, NT, Windows 2000.

Not sure about Windows 95 as Office XP may be too dependent on IE 6.
