Toolbar "Locking"

I'm having the same problem. Moreover, additions and deletions of
buttons also don't "stick." Why bother customizing toolbars if you have
to rebuild them every time? Surely Microsoft would have addressed this
problem. Can anyone shed some light on this? (BTW I'm using Visio
Professional 2002 SR-1 (10.0.2514)
