IE6 prevents shut down

If I have been using IE6 and then decide to shut down my
computer, I have to shut down IE6 manually using the Task
Manager before W2000 will close down. This is even though
I have closed down IE6 in the normal way. It seems to
carry on running in the background. Does anyone have an
idea why this is happening? W2000 has SP4 and all the
latest updates applied.
