Why does Microsoft Outlook go back to old e mail addresses that were deleted
from my e mail addresses when I send e mail and not use the latest one that
is listed?

Because that's the Autocomplete cache which is entirely separate from your
Contacts folder...I suspect....

Are you stating that when you start typing in the email address in the TO:
field, it shows the old email address?

What you can try is this:

When you start typing in the email address in the TO: field, when it shows
the old email address, highlight it and delete it. Then retype in the full
email address. It should not autopopulate the old address anymore.
