I have a picture that I would like to smudge, what is the best way to do this?

With software that allows you to smudge images.

Try a photo editing software such as PaintShop Pro, Photoshop or any number
of other software programs that allow editing.

All I can think of is dipping your thumb in a puddle of ink and then stick
your tumb on the photograph, twisting your wrist slightly whyile holding the
photo in place.

I suggest handing the picture to any child between the age of 1 and 9.
