Default Rich text format not available

I would like to change my message from plain text or html ro rich text. When
I open the message and go to the format menu Rich text is not available. Why
is this?

Default Rich text format not available

Depends on your configuration which you did not post. In some configurations
you cannot switch directly to Rich Text format. Switch to the another format
that is available and then check the menu again.
