Default Outlook 2003

I am using Outlook 2003 that came bundled with my Small Business Server.

One user will attempt to obtain his email from our POP3 account and it
appears that the email will download, but nothing shows up in the inbox.

Why is this happening?

Are the users setup with Exchange Server mailboxes?

Now It won't send email either. My people are going crazy!!!!!!!!!

Yes, we set up Exchange to use a company calendar. But I have disabled the
sending and receiving of emails in that. so the only thing that gets sent is
the POP3 account.
