Default 486x60 formatting

I need to format an object created in Publisher so that it is 486x60 format.
How do I do this?

Default 486x60 formatting

Select the object, right-click, format object (could be format picture), size
tab. Clear "Lock aspect ratio", type your numbers. If you are using points,
change the measurement default in tools, options.
