I can dial from Outlook Contacts. Can I answer a phone from Outlook?

No. Outlook has no voice modem software incorporated. It isn't even dialing.
The Windows dialer is.

Not that I know of, but that has nothing to do with Outlook. You can ask in
one of the OS telephony groups but as far as I know the Windows dialer has
no support for voice modems.

With the correct software, but it's not built-in.

Phone Dialer is built-in and it should be able to answer a call, but it
does'nt work as they say it should.
