Default save my visio without modify, but with behavior working?

I have a visio drawing with icons that perform certain behaviors when you
double click them - mostly take you to different pages in the same drawings.

How can I save this document to prohibit the ability for anyone to modify,
but still have the abilty to double click these behavior icons and perform
the functions within them?

Actually if a user has Visio installed and has access to the file on a
share with read rights the file can be modified even if the file is marked
as read only. The user can simply save the file under a different name. You
may consider using some type of Document Management Application such as
SharePoint. The other option would be to have your users work with the
Visio Viewer. The viewer allows users to open Visio files but not edit
them.

So, I do have access to sharepoint.

What right would I need to put on the doc. in sharepoint to disable
modificatins to the drawing, but still give the ability to use the icons with
special behaviors? Knowing that they could download it make a copy and
modify, and since everyone already has the full version of vision, the visio
viewer is not an option at this time.
