Default Reminder Popup As Active Windows

I've seen this question many times but no answers - how
do I get Outlook 2003 (Windows XP) to display the
reminder popup windows as the active window - they are
currently displaying in the task bar behind what I'm
working on - totally USELESS!

Please help!

Yes I've tried that (twice now). No change.

Any other ideas? I've checked all my settings and they=20
appear fine - my IT guys don't know why it doesn't work=20
either but we have checked on other machines and they too=20
have the same issues (but not everyone - just some).

I missed another appointment today because of this issue. We have many users
here and as far as I know nobody's reminder window appears as the active
window. When I have many windows open I hear the reminder sound but the
window is buried somewhere beneath my active window. If I am away from my
desk when it pops up, I don't know it's there. Extremely aggravating!

I missed another appointment today due to this same issue. The reminder
window pops up behind my active window. I've got reminders configured to make
a sound, but if I'm away from my desk I obviously don't hear the sound and
therefore don't know there is a reminder lurking behind by active window.
Very frustrating!
