Default Quick links for Office 2003

I am migrating Office XP to Office 2003. If the system has Office XP quick links configured for Word, Excel, PowerPoint then installing Office 2003 will migrate the quick links just fine. If the system does not have quick links then installing Office 2003 does not create them. By using the Custom Installation Wizard I can add entries to create the quick links but if the transform is then ran on a system with Office XP quick links the end result is that the quick links have been "doubled" (two links for Word, Excel, etc). Any idea on how I can get one set of quick link configured after installing Office 2003 regardless if the pre-install condition already had quick links or not?
Thanks

Please note that this is NOT a OSB (Office Shortcut Bar) question.
Thanks
