Default Error message "No default Mail Client "

I get this message at startup twice.
I am runing Windows"XP"

"Either there is no default Mail Client or the current mail client can't
fulfull the messaging request. Run Microsoft Outlook & set up it as the
default mail client."

I check Outlook and it is set up as the Default mail client.

Also, when trying to send an Internet Explorer Link or Page I get the same
message and thus can not email the link or IE page.

What do I need to do??? to fix the problem??

I found the program in c/i386 folder but I was unable to run/execute the
program. I kept getting a message saying program is not responding.

I far as I know nothing is trying to send mail when I boot.
