Prop Res DLL not found

Default Prop Res DLL not found

I have a freind who had Office 2000 installed and then purchased and
installed Publisher 2003. At some point after the installation she started
getting the error "Prop Res DLL not found" when opening word or publisher
documents.
I have googled for this error and found only a few results. The fix appears
to be uninstalling Office, then deleting any remaining Office folders and
then editing the registry to delete some entries.
I also checked the MS Knowledge Base and no luck there.
Anyone have any more info on this?
