Default Can an image be placed in a text box and faded behind the text?

Can an image be placed into a text box and faded behind the text without the
text moving. I can't get any images into a text box without the text moving.
I want the image in the background.

Use the picture as a background fill for the text box.
or
Overlay a text box containing the text but with no border or fill over the
image.
