Can't open File (dll) Help!!!

Default Can't open File (dll) Help!!!

I downloaded a file type: Application Extension and I can't open it, I'm told "Can't run 16-bit Windows Program Access to the specified path, or file is denied" I don't know which program to open it with, the extension is DLL. Can anybody help me Please? Many thanks.

Default Can't open File (dll) Help!!!

You are not meant to open .DLL files. The relevant application knows
how to use them.
Normally, if you need a particular .dll file, then you just put it in
C:\Windows\System (or System32, depending on your operating system)

Questions:
Why did you download it?
What operating system?
What is the name of the .dll file?
What is the connection with Office?
