Default Automatically declining meeting requests

We have set up a number of rooms as resources and created mailboxes for them. Theye are set to accept automatically any meeting requests and to decline any conflicting requests. Despite this, users are able to book rooms for meetings even when there is a conflict. Are we doing something wrong ?

Yes, You have the delegate permissions set wrong.
Remove everyone from delegates
Give them permissions to read and only make your direct assistant a delegate.

Oh or you could call the help desk as for me on the Migration Team.
