Default Turn off the Requesting data dialog

Hello,

I feel that the "requesting data from Exchange server"
dialog box that pops up in Outlook from time to time is
causing more problems than it is solving. I would like to
turn it off for all of our users. Is there are registry
setting or group policy setting that I can use to turn it
off?
