Excel 2000 'Windows In Taskbar' option

In Excel 2000, sr1 the 'Windows In Taskbar' option only remains checked/on while the documents are open. Once the document is closed and reopened the option is unchecked/off again. Is this a corrupt file or something ? And more importantly, how can this be fixed so that the Windows In Taskbar stays checked/on ? Thanks in advance ...
